The Cabinet of Ministers has made changes to the “Rules for the establishment and admission to doctoral programs”.

Prime Minister Ali Asadov signed a resolution in this regard. According to the decision, citizens of the Republic of Azerbaijan who have completed a master’s degree (defending a master’s thesis) or who are pursuing a doctoral degree in medical education (doctor-specialist in medical education) are admitted to the doctoral program. Those who wish to enter the doctoral program are required to take entrance exams in foreign languages (except for Russian, the choice must be freely or in accordance with their specialty), and the existing curricula for undergraduate and graduate programs in philosophy and specialty. Those who do not participate in the foreign language exam are not allowed to take a philosophy exam, while those who do not take the exam on a philosophy are not allowed to take the exam in the subject.

The foreign language exam is conducted by the State Examination Center (SEC). The content, timing, procedure for evaluating the results of exams and passing score on the foreign language exam are determined by the SECCRA in consultation with ANAS and the Ministry. Persons who earn a pass grade in a foreign language exam are allowed to pass the philosophy test. Those who have a valid foreign language certificate (IELTS, TOEFL, TestDaF, DELF, DALF) are exempt from the foreign language admission test. The equivalent of an international language certificate to the passing score is determined by the SEC, in consultation with the ANAS and the Ministry.

Examination in the Philosophy is carried out in higher education institutions, scientific institutions and organizations determined by the relevant institutions, which are subordinated to the scientific institutions and organizations. The results of the exam are evaluated as “acceptable” or “unacceptable”. The content of the examination is determined jointly by the ANAS and the Ministry.

Entrance examinations are conducted by a commission created by the head of a doctoral degree, an institution of higher education, a scientific institution, or an organization, and only those who are “qualified” in the subject are allowed to take the exam. The Commission must have at least two doctors or professors in the relevant field. The supervisors may also be members of the commission. The chairman of the commission shall be the head of a higher educational institution, a scientific institution and an organization, or his deputy. In the absence of doctors and professors in some specialties, the committee includes doctors of philosophy and associate professors, respectively.

Admission committees established in higher educational institutions, scientific institutions and organizations makes the appropriate decisions based on the results of examinations. Information on the decision will be sent to email address specified in the application.

Persons, who do not agree with the decision of the Commission may apply to the head of the higher education institution, scientific institution and organization within 3 (three) working days after making the decision and receiving the information. Head of the organization is obliged to consider the application within 5 (five) working days and make an informed decision. The decision can be appealed to the administrative or court order.

March 27 – Science Day in Azerbaijan

Azerbaijan celebrated Science Day on March 27 for the first time. It is a holiday of all who engaged in science and in general of the Azerbaijani scientific community.

On April 9, 2018, AR President Ilham Aliyev signed a decree on establishing the “Science Day” in the Republic of Azerbaijan, taking into account the importance of science in the development of society. This date is of particular importance for the country since it coincides with the date of foundation of ANAS.

Academy of Sciences has enormous achievements in the development of various spheres of life in the republic, the formation, and strengthening of public opinion, and the struggle for state independence. With the creation and activities of the Academy of Sciences of the Azerbaijan SSR in 1945, our people have achieved great success in the field of science. The difficult and glorious path traversed by the Academy is a great historical stage in the development of our science, as well as an important indicator of the scientific and social movement, cultural and technical processes that demonstrate the broad possibilities of science. The 20th century is a special stage in the systematic development of science in our country.

The national leader highly appreciated the honorary path taken by ANAS as a great page in the history of the Azerbaijani people: “We have had a significant science in our centuries-old history. However, Azerbaijani science has never been so organized and so powerful, strong, and multifaceted. The Independent Academy of Sciences of Azerbaijan unites all scientific potential and demonstrates to the world what our people are capable of in the field of creativity”.

During the years of independence, Azerbaijan has consistently carried out reforms in the direction of the development of science. As a result, the structure, management and organizational system of ANAS were significantly improved, and considerable work was done to coordinate the activities of scientific institutions. The Presidium of the Academy has become an intellectual center, where the most relevant scientific, scientific, innovative and organizational issues are discussed at a professional and interdisciplinary level.

At the Institute of Biophysics of ANAS research works are carried out on new laboratory equipments

At the Institute of Biophysics of the National Academy of Sciences of Azerbaijan, research works are carried out on new laboratory equipments.

The Institute, equipped with many modern devices, conducted scientific experiments on these equipments. For this purpose, the Institute of Biophysics developed biophysical, biochemical and molecular biological methods.

Junior researcher of the laboratory of “Structure, dynamics, and function of biomolecules” Laman Dashdamirova and magistrate of the Institute of Physics Said Pashayev conduct research with the equipment of Langmuir & Langmuir Blodgett.

According to the researchers, KSV NIMA Langmuir allows to obtain a monolayer in the liquid-gas phase, while NISA Langmuir KSV allows to obtain both a monolayer and enables this layer to be flowed to solid surface.

Researchers at the 1 boundary of the liquid-phase KSV NIMA Langmuir system, obtain monolayers of protein molecules and measuring the surface pressure, investigate the structural changes occurring in this layer.

To improve the quality of experiments, the laboratory staff with the participation of a master student developed a syringe pump, which is controlled by a computer. This allows the protein to flow into phases in any given amount and at a certain rate.

Also in the laboratory, to observe conformational changes at different temperatures the thermostat device was installed.
