Institute of Biophysics of ANAS discussed coronavirus and its protection methods

Institute of Biophysics of ANAS held discussions on coronavirus (COVID-19) and ways of protectio, and it was considered important to provide some important information to the public.

Coronaviruses are a large family of viruses that cause respiratory diseases such as common colds. These viruses are spread worldwide among animals. Rarely, coronaviruses can develop and spread from animals to humans. One of these rare cases is the COVID-19 infection of people in Ukan, China. COVID-19 is one of RNA-containing coronaviruses such as SARS and MERS.

COVID-19 spreads almost three times faster than the influenza virus, which dramatically increases the number of patients. Some countries are unable to screen large numbers of patients.

In Azerbaijan, there are very few people who have access to COVID 19, and the government’s radical preventive measures give evidence that the disease will be eradicated relatively quickly.

Most coronavirus symptoms are similar to upper respiratory illnesses such as nausea, cough, sore throat and sometimes high temperatures. If coronavirus infection spreads to the lower respiratory tract (respiratory tract and lungs), it can cause pneumonia, especially in older people, people with heart disease or those with weakened immune systems.

How to respond to coronavirus?

There is no specific cure or vaccine for coronavirus, and most people who are infected recover from it. Persons with coronavirus symptoms should consult a doctor without delay. In addition, it is important to follow the precautionary measures to prevent common cold to help prevent coronavirus infection:

– Wash hands thoroughly with soap and warm water or wipe well with an alcohol-free hand cleanser;

– Keep hands and fingers away from eyes, nose and mouth;

– Avoid close contact with infected people;

– Make less use of public transportation and other crowd places;

– If possible, make online purchases or make payments electronically, by using plastic cards. (Because cash is rich in cellulose fibers, they are a potential virus carrier among cellulose fibers. Although banks in Azerbaijan may disinfect cash, coronavirus can also spread through contact with sick people. Therefore, it is advisable to avoid street trade.)

It is important to note that in many cases, people infected with COVID-19 do not have symptoms of the disease and play a role in carriers. That is why it is so important that everyone follows the rules of disinfecting.

It is necessary to treat colds during coronavirus infection and to alleviate the symptoms:

– Should absorb too much fluid and avoid dehydration;

– Take medication for sore throat and fever; (However, ibuprofen should not be used without a doctor’s advice since it is contraindicated in children and young people 19 years of age.)

Whenever possible, use tools, means etc. different sterilization methods should be used regularly. Sterilization methods may include:

– It is possible to sterilize liquid drugs by filtration from small porous (nano-sized) filters;

– It is possible to sterilize metal, pottery, glass or other water-resistant materials by using thermal sterilization methods (heating, boiling, pressure sterilization, etc.).

Some materials can be sterilized using ultraviolet (UV) light.

A potentially cost effective option for sterilization is Gamma radiation using a Gamma apparatus for large volumes and masses. This method of sterilization can sterilize all materials of metal, cloth and paper of various origin. At the same time, the decrease in the mechanical quality of the material is less than 5%. The intensity of Gamma rays for most viruses tested is from 0.5 Mrad to 2 Mrad.

Academic Council of the Division of Physical, Mathematical and Technical Sciences held the first meeting

On March 3, the first meeting of the Scientific Council of the Division of Physical, Mathematical and Technical Sciences (DPMS) of ANAS was held.

The event was attended by the vice-president of ANAS, the chairman of the Division academician Rasim Alguliyev, members of the Scientific Council, heads of scientific institutions.

In advance, academician Rasim Alguliyev informed the participants about the issues on the agenda.

Then a number of scientific and organizational issues were considered. Academician R. Alguliyev spoke about the tasks that arise from the decision of the Presidium of ANAS “On the scientific and organizational activities of the Division of Physical, Mathematical and Technical Sciences for 2019”. He emphasized the importance of preparing and submitting the Dıvısıon’s Action Plan to the Presidium of ANAS within 1 month.

The chairman of DPMS also spoke about a number of important scientific and organizational issues that arise from the decision. According to the scientist, special attention should be paid to the implementation of innovative scientific results and achievements obtained at departmental institutions, the commercialization of intellectual products, the organization of relations with other structures within the framework of copyright requirements, intellectual property rights and other regulatory legal acts. It was noted that the expansion of international scientific relations and ensuring participation in megaprojects are also one of the priorities for the current year.

The meeting also discussed proposals regarding the 75th anniversary of ANAS, relevant decisions on the 90th anniversary of academician Faramaz Magsudov and the 70th anniversary of academician Adil Garibov.

Next, a decision was made regarding the recommendation for publication of the book “The Mechanism of Formation, Monitoring and Prediction of Earthquakes” in collaboration with academician Telman Aliyev, Doctors of Technical sciences Abbas Rzayev and Sakit Rasulov, including the monographs “Reliable System for Monitoring Changes in the Cardiovascular System”by PhD in Tehnical Sciences Narmin Rzayeva, “Methods for the recognition of printed handwritten texts” by PhD in Technical sciences  Elshan Mustafayev, “Management of experimental research in gas production ” by PhD in Technical sciences Ijabike Sardarova and” Digital control on a metering conveyor ” by PhD in Technical sciences Ogtay Mirzeyev.

According to another decision of the Scientific Council, the winner of the competition announced in 2019 in accordance with the agreement between the ANAS and the French University of Montpellier on the doctoral program, the junior researcher at the Institute of Physics, Said Pashayev, was seconded to the University of Montpellier.

The meeting also considered a number of personnel issues.

II International Scientific Conference of Young Scientists and Specialists kicked off

On March 3, the II International Scientific Conference of Young Scientists and Specialists “Multidisciplinary approaches to solving modern problems of fundamental and applied sciences” has kicked off  its work in the main building of ANAS with the organization of the Council of Young Scientists and Specialists (CYSC).

The event, funded by the SOCAR Science Foundation, is dedicated to the 75th anniversary of ANAS.

The first vice-president of ANAS, academician Ibrahim Guliyev, vice-president of ANAS, academician Irada Huseynova, academician-secretary, corresponding member of ANAS Aminaga Sadigov, the director of scientific institutions and organizations of the Academy, as well as more than 300 young scientists from 12 countries, took part in the international conference .

Opening the conference, A.Sadigov welcomed the participants on behalf of the President of the Academy, academician Ramiz Mehdiyev. He spoke about the youth policy pursued in our country in recent years, the decisions taken on their development and active participation in all spheres of society. He noted that the “Strategy for the Development of Azerbaijani Youth for 2015-2025”, as well as the State Program “Youth of Azerbaijan for 2017-2021”, approved by the relevant decree of the head of state, are important, and stressed that today’s conference is an integral part of the events conducted in the country in the field of youth policy. Recalling that in 2011 a memorandum was signed between ANAS and SOCAR, A.Sadigov said that according to the corresponding document, the Scientific Foundation was created, over the past period the organization held 5 competitions and financed about 160 projects.

Speaking about the topic of the conference, A.Sadigov said that multidisciplinary approaches play an important role in achieving serious scientific results, and emphasized the need for research by a group of scientists uniting several areas. He said that this event will contribute to the presentation of the scientific results of young scientists to the public, as well as the establishment of international relations important for their future activities.

Further, the head of the scientific and technical department of SOCAR, Professor Nazim Veliyev, informed the participants about the organization he represents. According to him, SOCAR is engaged in the search, exploration and development of oil and gas fields throughout the country, including coastal and offshore areas, production, processing and transportation of oil, gas and gas condensate, as well as the sale of products on the domestic and foreign markets. He also noted that the company carried out major research and design work, paid special attention to the training and functioning of the Baku Higher Oil School, which is equipped with the most modern educational programs and training technologies that meet international standards.

Speaking later on, the Chairman of CYSS of ANAS PhD in Physics Famin Salmanov said that Azerbaijan National Academy of Sciences  had an indispensable role in the coordination, development and future prospects of science in Azerbaijan. He noted that the academy, which was founded 75 years ago, defined a number of common goals in connection with the integration of Azerbaijani science into world science and made great progress in their implementation. Having said that young ANAS scientists conduct joint research with their foreign colleagues, F. Salmanov noted that the organization of events of a global scale is important from the point of view of developing new approaches and methodologies.

The Chairman of the Council emphasized that the II International Scientific Conference is an important scientific meeting covering the fundamental and applied aspects of interdisciplinary research, and thanked the ANAS leadership and the SOCAR Science Foundation for organizing the event.

It should be noted that the conference, which runs until March 6, will be delivered lectures in following realms – “Intelligent Systems and Technologies”, “Molecular Biotechnology and Genetic Engineering”, “Theoretical and Applied Problems of Earth Sciences”, “Nanotechnology and Materials Science”, “Modern problems of applied chemistry ”,“ Multifaceted scientific and theoretical problems of the Caspian Sea ”, “Modern social and humanitarian problems ”and “First steps in science (a special section for gifted students)”.

Announced the results of entrance exams to the master’s degree

The State Examination Center has announced the results of the entrance exams for master’s degree of higher educational institutions and postgraduates of ANAS on February 23.

The results of the exam are available at www.e-gov.az.

183 out of 15,738 undergraduates who are supposed to take part in the exams have not passed the exam. The maximum score on the exam was 95 points.

Undergraduates who are eligible for admission exams are allowed to specialize. Baccalaureate applicants must submit their applications in accordance with their bachelor’s degree program by June 8-18.

Note that, the Appeals Commission has been set up to review appeals related to the exam results. Bachelors may apply to the Appeal Commission on February 26 and 27 from 10:00 to 17:00 by submitting the original and photocopy of the identity card.

The Institute of Biophysics of ANAS held an event dedicated to the anniversary of the Khojaly genocide

The Institute of Biophysics of ANAS held an event dedicated to the 28th anniversary of the Khojaly genocide.

Opening the event, director of the Institute, corresponding member of ANAS, Professor Oktay Gasimov said that the act of genocide committed in Khojaly against Azerbaijani people was one of the horrific tragedies of the 20th century. He stressed that the first political assessment of these bloody events was given by the national leader Heydar Aliyev.

Then, chairman of the Council of young scientists and specialists, senior researcher of the laboratory of “Environmental Biophysics”, doctor of philosophy in biology  Ruhiyya  Guliyeva gave detailed information about the bloody crimes committed by the Armenians in Khojaly, the details of the Khojaly genocide, and the promotion campaign is to make Khojaly genocide known to the world.

Other speakers called the Khojaly genocide a crime against humanity and stressed the importance of our young people to take a more active role in bringing this genocide to the world community.

At the end of the event, by a minute of silence was honored the memory of the martyrs.

“An open library” project is gone on

Central Scientific Library of ANAS goes on to implement the ” An Open Library” project with the purpose of providing books, promotion of reading to the educational institutions with limited access and Academy’s institutions.

Thus, 176 documents to the Center for Ecological Studies Public Union, 296 documents to the “Khazar” Ethno Art Museum Center, 61 documents to the State Customs Committee and 66 documents to the Nizami Ganjavi National Museum of Literature, were submitted by the Library.

Remind that, Central Scientific Library started the “ An Open Library” project since May 2016. Thousands of books have been presented to dozens of businesses and organizations till today.

Students of Baku State University practice at the Institute of Biophysics of ANAS

In accordance with the cooperation agreement between the Institute of Biophysics of ANAS and Baku State University, a group of students of the Faculty of Biology of the BSU began practice at the Institute of Biophysics of ANAS.

At present, 15 students get closely acquainted with the scientific research work carried out in the laboratories of the institute, the principles of operation of modern tools and equipment.

The practice process which will last two months aim to improve students knowledge gained in the learning process, the formulation of important practical knowledge for their future activities.

On February 18 a regular meeting of the Scientific Council of the Institute of Biophysics of ANAS was held.

Correspondent member of ANAS, Professor Oktay Gasymov opened the meeting with the introductory word and informed Council members with the issues on the agenda.

At the meeting the issue of announcing competition for filling vacant positions at the Institute of Biophysics of ANAS was considered.

Then the issue of nominating candidate from the Institute of Biophysics of ANAS based on awarding women who distinguished by their scientific and social activities by the administration of ANAS on the occasion of International Women’s Day on March 8 was discussed. By the unanimous decision of the Council members Scientific secretary of the İnstitute of Biophysics, Ph.D. in Biology, associate professor Florida Mehraliyeva was nominated.

New issue of “Elm” newspaper released

The next issue of the newspaper “Elm”, which is the printing organ of the Presidium of ANAS, was released.

On the first page of the newspaper are reflected the relevant decrees of the head of the country “On the 150th anniversary of Abdurrahim bey Hagverdiyev,” “On the 80th anniversary of the National Museum of Azerbaijani Literature named after Nizami Ganjavi,” “On awarding R.Mammadov with the Order of Shohrat and F.Y. Aliyev with the Order of Shohrat.

The next pages of the newspaper reflected the meetings held in ANAS with the head of the Department of Economic Policy and Industry of the Presidential Administration of the Republic of Azerbaijan Natig Amirov, Minister of Finance Samir Sharifov, Minister of Labor and Social Welfare Sahil Babayev, Minister of Agriculture Inam Karimov, Minister of Economy Mikail Jabbarov, and also with the special representative of the President of the Russian Federation for International Cultural Cooperation Mikhail Shvidkoy.

ANAS held a meeting with Minister of Economy Mikail Jabbarov

On February 12, ANAS employees met with the Minister of Economy of the Republic of Azerbaijan Mikail Jabbarov in ANAS.

ANAS President academician Ramiz Mehdiyev said that the Academy had recently held meetings with a number of government representatives and established ties with various organizations to implement joint projects. He noted that the main purpose of organizing such meetings is to integrate the existing potential of ANAS, important results achieved by domestic scientists in the country’s economy, as well as to ensure the worthy participation of scientific institutions in the comprehensive development of our country. The head of the academy said that communication in this format is important in terms of understanding and solving existing problems, as well as eliminating artificial barriers that impede the direct relationship between structures.

Speaking about the relations between ANAS and state institutions, academician Ramiz Mehdiyev said that for many years there was a stagnation in relations between this institution and state structures, and the necessary cooperation for the development of the country was not established. As a result of this, the Academy of Sciences, which has enormous potential, has remained far from the processes of building a new era and has not been able to contribute to the development of society. “The moral duty of every citizen, especially our scientists, is to actively participate in the reform line of the President of the Republic of Azerbaijan Ilham Aliyev for the comprehensive development of our country. I hope that both parties – both our scientists and representatives of state structures will be able to effectively use the emerging platform of cooperation and mobilize existing opportunities for the common good of the state,” added academician Ramiz Mehdiyev.

Noting that, Academy has great opportunities today, head of ANAS said that the impact of science on the socio-economic development of the country and other areas is not satisfactory: “The rapprochement and close cooperation of state structures with the scientific community promises great prospects. The various structures of the Academy are able to make the necessary contribution to the development of the industrial and economic potential of our country. In recent years, very relevant and useful scientific research has been carried out at the institutes of the Academy. However, I must regret to say that there were no orders from the state bodies for their practical implementation. Academic structures have also been passive in this regard. ”

Academician Ramiz Mehdiyev expressed confidence that the meeting with the Minister of Economy of the Republic of Azerbaijan Mikail Jabbarov will be useful in terms of overcoming the aforementioned problems, building new bridges for cooperation, and will also contribute to the effective involvement of scientific potential in economic processes.

Then Minister Mikail Jabbarov spoke about the importance of this event in terms of discussing issues of mutual interest with various scientific institutions of ANAS, and determining priorities. Noting that in recent years, dynamic growth has been observed in most sectors of the country’s economy, the Minister brought to attention that the main task facing the Ministry of Economy is to achieve sustainable development of the country.

Mikail Jabbarov also noted that at present, the development of the non-oil sector in our republic is considered as the main source of economic growth. Talking about measures aimed at developing the national economy, which had a positive impact on economic growth in the non-oil sector, the Minister emphasized the importance of the right investment policy in recent years.

Speaking about the priority areas of economic reforms in the country, the minister said that the main goal is to ensure that economic growth does not lag behind world average economic growth, as well as to achieve an outpacing rate of economic growth worldwide. Mikail Jabbarov spoke about a significant increase in exports of goods and services from the non-oil sector, increasing the economic benefits of public investment, turning small and medium-sized enterprises into the main driving force for economic growth, and minimizing the “shadow economy”. He added that as a result of the reforms, the number of people working in the non-oil sector increased by more than 18 percent over the past year.

Speaking about the tax policy in the country, the minister noted that this policy is an important factor in the competitiveness of the economy. He emphasized that one of the main goals of tax policy should be the expansion of economic opportunities and focus on economic development.

Further, Mikail Jabbarov informed the meeting participants about the statistical indicators of the Ministry of Economy based on the results of socio-economic development in 2019.

Then the minister responded questions from the Academy staff.

During the event, an exchange of views on the use of the ANAS potential in the development of the country’s economy, establishment of cooperation with the Ministry of Economics, investments in the non-oil sector and other issues took place.

In conclusion, academician Ramiz Mehdiyev, on behalf of the ANAS team, thanked the Minister for participating in the meeting and expressed confidence that practical discussions would be achieved as a result of the discussions.

On February 28, 2020, at 11:00 am the seminar on “Conformational changes in plasma proteins under the influence of HVEF (50 Hz)” will be held at the Institute of Biophysics.

The seminar will be presented by leading research scientist of the laboratory ecological biophysics, PhD., associate professor Mursal Dadashov.

At the seminar the effects of electromagnetic fields, including high-voltage electric field (50 Hz) on the human body, fluorescence of plasma proteins, and changes in fluorescence of the affected proteins will be discussed.

ANAS will establish an Association of Azerbaijani Native Scientists

On February 5, at the meeting of the Presidium of ANAS, issue of establishing an Association of Azerbaijani Native Scientists abroad was discussed.

Speaking on the subject, academician-secretary of ANAS corresponding member of ANAS Aminagha Sadigov said that at present, many scientists of various Azerbaijani fields are working in the prestigious scientific and educational centers of the world. It is necessary to undertake comprehensive measures for the purposeful use of their scientific potential and rich experience.

In view of the above, Presidium of ANAS decided to establish an Association of Azerbaijani Native Scholars operating abroad.

Project competition of ANAS and TÜBITAK continues

The project competition for scholars of universities, research centers and scientific institutions of Azerbaijan and Turkey is continuing under the joint program of cooperation agreement signed between ANAS and Turkish Scientific and Technological Research Council (TÜBITAK).

The competition is valid until March 6, 2020. Proposals should be prepared in English by partner groups from Turkey and Azerbaijan.

The first meeting of the Scientific Council of the Institute of Biophysics of ANAS for 2020 was held

On January 29, the first meeting of the Scientific Council of the Institute of Biophysics of ANAS for 2020 was held.

Opening the meeting director of the institute, сorresponding member of ANAS, doctor of physical and mathematical sciences, professor Oktay Gasymov informed the council members about the issues on the agenda.

For the first time, the research plan, work programs of the laboratories and individual work plans of scientists  of the Institute of Biophysics for 2020 were discussed and approved by the Scientific Council.

Then, the Council members were informed about the action plan for evaluating the work of the scientific researches of the institute. The director of the institute noted that the plan will allow to evaluate the scientific activity of researches throughout the year.

The next issue on the agenda was the discussion of the admission plan for Ph.D. and DSc Programs. According to the admission plan of this year there are 2 places for employees for doctoral studies (1 Ph.D. and 1 DSc).

Finally, a number of current issues were discussed.

Science and Technology Center in Ukraine calls for doctoral grant in 2020

Science and Technology Center in Ukraine (STCU) is pleased to announce the call for its 2020 Doctoral Research Grant. The call is open to all disciplines but the research topic shall be related to developments and trends of chemical, biological, radiological or nuclear weapons nonproliferation; strategic trade control; or national and international trade control systems.

Eligibility: The Doctoral Research Grant is open to postgraduate students (regardless of citizenship) holding a Master‘s degree from a University established in principle in Georgia, Ukraine, Azerbaijan, or Moldova. Applicants will have to be registered in a Ph.D. program in a European Union (EU) or European Economic Area university and shall have two supervisors. One supervisor shall hold an academic position in an EU or European Economic Area university where he/she will be registered and the other supervisor shall hold an academic position in a university in Georgia, Ukraine, Azerbaijan or Moldova. Please note that the call is limited to candidates who don’t already hold a Ph.D. degree. Candidates currently engaged in the final stages of a Master’s degree should complete their Master’s degree before the end of this current Academic year (2019-2020), in order to be eligible for this Doctoral Research Grant.

Published the first issue of the special edition of “Master’s” journal

The State Examination Center has released the first issue of the special edition of “Master’s” journal.

The special edition covers the rules of admission to higher education institutions of the country and master studies of ANAS, logical thinking, foreign language and computer science test programs, as well as numerous and open-ended test for logical thinking in Azerbaijani and Russian languages.

For the attention of candidates wishing to enter doctoranture, dissertanture and master studies

Foreign language exams for candidates wishing to enter doctoranture and dissertanture will be held on January 26. Those who wish to enter the master studies of higher educational institutions and ANAS will pass the exam on February 23.

The exam in the Azerbaijani language (as the state language) will be carried out on May 3, and the second on May 31.

Note that, entrance examinations, test exams for master studies and doctoranture, the first stage of final exams for students of the 9th grade and exams for admission to the civil service, which are planned to be held by the State Examination Center in the first three months of 2020, were announced earlier. The dates for other exams in 2020 are also determined.

Republic of Turkiye has aired a scholarship program for 2020-2021 academic year.

Scholarship program covers Bachelor’s, Master’s and PhD courses. Document admission is carried out as mentioned on the website. Deadline for document admission is February 20.

Applicants must be 21 years of bachelor’s degree, 30 years of master’s degree and 35 years of doctoral degree.

Institute of Biophysics held a commemoration event dedicated to the 30th anniversary of the January 20 tragedy

On January 17, at the Institute of Biophysics of the National Academy of Sciences of Azerbaijan, an event dedicated to the 30th anniversary of the January 20 tragedy was held.

At the event, martyrs who sacrificed themselves for the independence of motherland and territorial integrity have been commemorated for a minute of silence.

Opening the event, director of the Institute, corresponding member of ANAS, doctor of physical and mathematical sciences, Professor Oktay Gasimov made speech on heroism of killed martyrs for sake of national independence and freedom on January 20 and stated that, this tragedy engraved forever to our history.

Then, Deputy Director for Innovation and Transfer, Ph.D. in Medical Sciences Azad Abdurahimov gave detailed information about the bloody events in Baku on January 20, 1990. He talked about the socio-political processes that took place 30 years ago and touched upon the root causes of the tragedy. A. Abdurahimov noted that, national leader Heydar Aliyev came to the Azerbaijani Delegation in Moscow on January 21, 1990 and strongly condemned the crime and made a statement.

In conclusion, the importance of delivering the truth about the January 20 tragedy to future generations was emphasized.

Announced the date of entrance examinations for master’s and doctoral studies

The dates of entrance examinations for master’s and doctoral studies, as well as test exams, which will be conducted by the State Examination Center in the first three months of 2020, were announced.

On January 26, a foreign language exam will be held for those wishing to enroll in doctoranture and dissertanture. A test exam in paper will be carried out for applicants for admission to the master studies on February 2.

Entrance examinations to the master studies of higher educational institutions and ANAS should be held on February 23.

Presented the annual report of the Division of Physical, Mathematical and Technical Sciences

The next meeting of the Presidium of ANAS was held.

During the event, President of ANAS academician Ramiz Mehdiyev presented to the first vice-president of ANAS academician Isa Habibbayli – 1st class Order of Merit to the Fatherland, vice-president of ANAS academician Dilgam Taghiyev – Order of “Shohrat”, academician Vagif Farzaliyev – Order of “Sharaf”. Scientists were awarded these awards according to the relevant orders of the President of the Republic of Azerbaijan.

Opening the meeting, President of ANAS academician Ramiz Mehdiyev noted that the reports occupy a special place in the life of the Academy of Sciences. He said that since November last year, laboratories and divisions submitted their reports to scientific institutions, and scientific institutions to the corresponding departments. The academician emphasized that from today, each division will submit its annual report to the Presidium, and annual report of the Division of Physical, Mathematical and Technical Sciences (DPMTS) is submitted for consideration first.

Noting that the Academy of Sciences is currently undergoing extensive reforms aimed at the implementation of ANAS activities in accordance with the calls of the modern world and instructions of President Ilham Aliyev, academician Ramiz Mehdiyev added that in front of scientific institutions of the Division of Physical, Mathematical and Technical Sciences, which occupies a special place in the development of domestic science, there are important tasks. The academician said that work is currently underway to implement the “Development Program of the National Academy of Sciences of Azerbaijan for 2020-2025.” The program defines tasks and priorities aimed at developing the Academy of Sciences at a new stage. The implementation of this program will create wide opportunities for the active participation of the Academy in the fulfillment of the tasks set by the state for science.

Then, in 2019, chairman of the Division, vice president of ANAS academician Rasim Alguliyev made a report on the scientific and organizational activities of the Division of Physical, Mathematical and Technical Sciences.

Academician Rasim Alguliyev noted that the decisions of the President of the Republic of Azerbaijan, Cabinet of Ministers, General Meeting of ANAS, Presidium of ANAS and orders of the President of ANAS were taken as the basis for the scientific and organizational activities of the division. The scientist emphasized that in the reporting year, division institutions took an active part in the implementation of 9 state programs approved by the head of state.

The academician said that last year fundamental and applied research was carried out in accordance with the priority areas approved by the Presidium, and important scientific results were obtained.

Academician Rasim Aliguliyev noted that in 2019 the total number of scientific publications published by scientists of the division was 1979, 1105 articles of scientists were published, 480 of which were published in journals with impact factor and conference materials included in the Web of Science and Scopus”, the works of scholars of the department were referred to 12066 times. He said that last year, for the first time, an article by our scientists was published in the famous journal Nature, the impact factor of which exceeds 40. According to an analysis by Clarivate Analytics, in 2019 Azerbaijan ranked by the number of articles published in the scientific areas of the department first place in the region.

According to the academician, in the reporting year, in accordance with the Decree of the President of the Republic of Azerbaijan dated December 10, 2018 “On Additional Measures to Improve Certification of Scientific-Pedagogical Personnel in the Republic of Azerbaijan”, National Information System “Scientific Personnel” was created, in accordance with the order of President Ilham Aliyev of May 23, 2012 “On the state program on the use of the Azerbaijani language in the context of globalization in accordance with the requirements of the time and the development of linguistics in the country ”- “National Transliteration System”.

The academician said that work was continued to expand the infrastructure of the scientific computer network “AzScienceNet”, which is a network platform of electronic science, preserving the resources of scientific institutions and organizations of ANAS in the AzScienceNet network data center, supporting Hosting services, rational use of resources, as well as integration into online – The scientific and educational environment of Europe. Network infrastructures of e-science and e-education were integrated into AzScienceNet and AzEduNet, access to GEANT was provided, and thereby created great opportunities for online cooperation between Azerbaijani scientists and European scientific and educational organizations.

The speaker noted that the scientific institutions of the division held 9 conferences of international and 4 conferences of the republican level, and also published 10 scientific journals in the Azerbaijani and English languages, in which articles of both domestic and foreign scientists were published. About 20% of the articles that were published in these journals are articles by foreign scholars. 5 of these journals are already included in the Web of Science and Scopus databases. According to its impact factor, the journal Applied and Computational Mathematics takes the 1st place in the countries of the former USSR, the 4th in Europe, the 10th in the world. The Azerbaijan Mathematical Journal and the journal Proceedings of the Institute of Mathematics and Mechanics of ANAS are included in the Web of Science database, the journal Applied and Computational Mathematics, the Azerbaijan Mathematical Journal, and the journals of ANAS. A series of physical, technical and mathematical sciences. Mathematics Issue” and “Energy Problems”- to the “Scopus” database.”

After listening to the report of the vice president of ANAS, academician Rasim Aliguliyev, reflecting the annual report of the DPMT, relevant proposals were announced.

In his speech, academician Ramiz Mehdiyev said that when determining the tasks and priorities of the department for the next stage, it is necessary to take into account the instructions of the President of the Republic of Azerbaijan Ilham Aliyev, which he gave to the National Academy of Sciences, and the provisions that found a place in state programs and strategies, as well as in the “Program the development of ANAS for 2020-2025 ”, to direct the intellectual potential to solving issues covering state interests, and to actively participate in the examination of state scientific and to technical projects. According to Academician Ramiz Mehdiyev, the Division of Physical, Mathematical and Technical Sciences should play an active role in increasing the role of high-tech products and services based on high technologies in the development of the economy in the country, as well as in the formation of a knowledge economy and the transfer of technological achievements; At the same time, physical, mathematical and technical sciences should become a locomotive for other fields of science.

The academician noted that in order to obtain additional extrabudgetary funds, special importance should be given to applied research, activities in the field of work with grants should be strengthened. He emphasized that the National Academy of Sciences should play an active role in shaping the knowledge economy in the country.

Along with this, special attention should be paid to expanding international scientific ties, conducting joint research with leading scientific research centers and participating in mega-projects; the proposals made in the report should be taken into account, including such topical issues as the formation of problematic tips again, modernization the material and technical base of scientific institutions, etc., the activities of the department should be based on new priorities and principles.

Academicians Ibrahim Guliyev, Telman Aliyev, Fikret Aliyev, Adil Garibov, Javad Abdinov, Nazim Mammadov, corresponding members of ANAS Aminagha Sadigov, Vagif Guliyev, Misir Mardanov, Namig Jalilov, Oktay Gasimov and Ogtay Samadov expressed their opinion and participated in the discussions, voiced their suggestions.

In conclusion, report was approved. It was decided to include important results obtained in the Division of Physical, Mathematical and Technical Sciences in the annual report of ANAS. Various proposals were voiced aimed at improving the level of research, educational and testing works.

Amendments to the rules for admission to the master studies

The Cabinet of Ministers made amendments to the “Rules for admission to the master studies of higher educational institutions and Azerbaijan National Academy of Sciences”.

In this regard, Prime Minister Ali Asadov signed a decree.

According to the decree, as in international practice, admission to the master studies will consist of only one stage – an assessment of the general level of intelligence (logical thinking), knowledge of computer science and a foreign language.

Noted that at the present time entrance examinations to the master’s program are held in two stages – assessment of the general level of intelligence (logical thinking), knowledge of computer science and a foreign language, and assessment of knowledge in the specialties.

According to the amendment, entrance examinations to the master’s program will be carried out by the State Examination Center at one stage to assess the level of general intelligence (logical thinking), knowledge of computer science and foreign language proficiency of bachelors.

According to the change, in order to choose a specialization in professions that require special abilities, from now on, it will be taken into account not whether the result of the examination to identify skills in the competition conditions, but to receive a “credit” in this exam, as is customary when choosing a specialization in the journalism specialty.

Discussed the annual activity of the Division of Physical-Mathematical and Technical Sciences

On December 11 and 13, 2019 general meetings of the Division of Physical-Mathematical and Technical Sciences (DPMTS) was held.

Opening the meeting, academician Nazim Mammadov provided information on the agenda. He said that at today’s meeting the annual reports of the division’s Institutes would be listened.

Later on, academician Javad Abdinov submitted an annual report of the Institute of Physics, and stated that, this year, Institute of Physics conducted 39 research studies on the plan. The results are reflected in 1 book, 2 monographs, 422 articles. 278 of these articles were published in prestigious foreign scientific journals, including 201 in journals included in the Web of Science database. 6450 references to the publications of our scientists.

J. Abdinov noted that for the first time in the history of ANAS, this year the article of our scientists was published in the celebrate journal “Nature”, which has more than 40 impact factors. This research is conducted within the grant of the Scientific Development Fund under the President of the Republic of Azerbaijan, headed by academician Nazim Mammadov, “Spin polarized electron structure, optical and transfer properties of non-trivial magnetic semiconductors”. In general, Institute conducted research on 17 grant projects this year.

Then Namig Jalilov, director of Shamakhi Astrophysical Observatory named after N. Tusi, presented the report of the organization for the current year. Jalilov said that 21 studies were carried out in the observatory and the results were reflected in 2 books, 1 monograph and 36 articles. He noted that 20 of these articles were published in prestigious scientific journals and 14 in journals included in the Web of Science database. He added that there were 105 references to the works of our scientists this year. This year, the observatory carried out research on four grant projects.

Director of the Institute of Radiation Problems, corresponding member of ANAS Ogtay Samadov presented the report of the Institute and said that 25 scientific researches were carried out this year. He noted that the results were reflected in 3 books, 2 monographs and 153 articles. According to the scientist, 98 of these articles were published in prestigious international journals and 61 in journals included in the Web of Science and Scopus databases. In addition, 1192 references were made to the publications of scholars, including 18 grant research studies.

The report of the Institute of Biophysics on the scientific activity of 2019 was presented by the director of the institute, corresponding member of ANAS Oktay Gasimov. He noted that the results of 5 research studies carried out this year were reflected in articles published in journals included in the Web of Science database, with 152 references to scholarly publications. He said that this year the Institute conducted research on 6 grant projects.

Presenting the annual report of the Institute of Mathematics and Mechanics, corresponding member of ANAS Misir Mardanov said that 104 research works were carried out during the year. The results are reflected in 5 books, 1 monograph, 181 articles. 139 of these articles have been published in prestigious scientific journals, including 99 in journals included in the Web of Science and Scopus databases. M. Mardanov said that research works were carried out in the framework of 7 grant projects this year, including 1,600 references to the publications of our scientists.

Speaking on the report of the Institute of Control Systems in 2019, director of the institute, academician Telman Aliyev said that 39 research studies were carried out at the Institute, and the results were reflected in 4 books and 218 articles. According to the scientist, 146 of these articles were published in prestigious scientific journals, including 79 in journals included in the Web of Science and Scopus databases. There are 1362 references to the publications of our scientists. Also, this year the Institute conducted research on 12 grant projects.

Submitting a report on the scientific-organizational activity of the Institute of Information Technology, academician Rasim Alguliyev told about scientific-theoretical, scientific-practical and innovative activity of the enterprise, as well as the formation of electronic science, web technologies, multimedia technologies. He reported on the work done during the year and stated that, 67 research studies were carried out this year at the enterprise. The results are reflected in 7 books, 1 monograph, and 89 articles. 50 articles have been published in prestigious scientific journals, including 25 in journals included in the Web of Science and Scopus databases. 1205 references to the publications of our scientists. The scientist noted that this year the institute is conducting research within 3 grant projects.

In conclusion, academician Fikrat Aliyev submitted an annual report of the Research Institute of Applied Mathematics of Baku State University.

There was extensive discussion around the reports. Following the discussions, reports of the relevant institutions of the division have been accepted.

National leader Heydar Aliyev commomerated at the Institute of Biophysics of ANAS

On December 10, at the Institute of Biophysics of the National Academy of Sciences of Azerbaijan an event dedicated to the memory day of national leader Heydar Aliyev was held.

The event was opened by the director of the Institute, corresponding member of ANAS, doctor of physical and mathematical sciences, Professor Oktay Gasimov, who noted that the event was dedicated to the memory of the national leader Heydar Aliyev.

The event dedicated to memory day was continued by the Deputy Director for Innovation and Transfer of the institute, Ph.D. in Medical Sciences Azad Abdurahimov. He spoke about, exceptional merits of the Heydar Aliyev in the development of the state and people. He stated that, national leader Heydar Aliyev’s coming to power in 1969 paved the way to commence of new era in the destiny of our country.

ANAS announces admission to doctoranture an dissertanture for 2019 academic year

Pursuant to Admission Plan confirmed by Cabinet of Ministers of the Republic of Azerbaijan dated December 4, 2019 by Order 737s, for preparation of doctoral student and dissertators of the universities, scientific institutions and organizations of the Republic of Azerbaijan, Azerbaijan National Academy of Sciences has announced admission to doctoranture and dissertature for training PhD and doctoral student in 2019 academic year.

Documents for PhD and doctoral studies will be accepted daily from December 9 to December 28, 2019 from 10:00 to 17:00 (except Saturday, Sunday and holidays).

Citizens of the Azerbaijan Republic with higher education are admitted to doctoranture according to the program of Doctor of Philosophy (PhD) through a competition (having a master’s degree, or education equivalent to it, in a medical education a doctor or specialist).

Those who wish to enter the doctoral program under the Ph.D. program are taking entrance exams in a foreign language (except Russian, the choice is free or must correspond to the specialty) in the scope of the current program for a master’s degree in higher education. The foreign language exam is conducted by the State Examination Center.

Candidates who took part in exams in a foreign language are admitted to exams in philosophy, while those who took part in exams in philosophy are admitted to exams in a specialty.

For admission to doctoral studies at the corresponding scientific institution of ANAS (addresses of scientific institutions can be obtained on the website www.science.az of ANAS) the following documents should be submitted:

– An application addressed to the head of a scientific institution where doctoral studies are carried out;

– A personal sheet for personnel records;

– Autobiography;

– 2 photos (size 3×4 cm);

– Extract from the work book for those who have work experience;

– Characteristic from the place of work;

– List of published scientific papers or abstract on the chosen specialty;

– A certified, in the appropriate order, copy of the diploma of graduation from a higher educational institution (certificate of recognition of educational documents for citizens of the Azerbaijan Republic who have received education abroad);

– An international certificate (if any) for knowledge of foreign languages;

– Copy of identity document.

Citizens of the Republic of Azerbaijan who have a Ph.D. degree (Ph.D.), are also admitted for doctoral studies under the doctoral program and are distinguished by achievements in the scientific or scientific-pedagogical field and are able to conduct basic research at a high level.

For admission to doctoral studies at the corresponding Institute of ANAS the following documents should be submitted:

– Application (name of the head of the institution or organization where doctoral studies are carried out);

– A personal sheet for personnel records;

– Autobiography;

– 2 photos (size 3×4 cm);

– Extract from the work book;

– Characteristic from the place of work;

– List of published scientific papers;

– A certified, in the appropriate order, copy of the diploma of a doctor of philosophy (candidate of science);

– A certified, in the appropriate order, copy of the diploma of graduation from a higher educational institution (certificate of recognition of educational documents for citizens of the Azerbaijan Republic who have received education abroad);

– Copy of identity document.

Documents having a higher education (master’s degree, or education equivalent to it) and scientific and pedagogical staff of higher educational institutions, scientific and other organizations that are distinguished by success in the corresponding research field, can submit to the dissertation for a Ph.D.

Persons who complete their education through a dissertation cannot repeatedly be dissertants in the same specialty.

Persons who have completed doctoral studies cannot be educated by thesis in the same specialty.

Those who wish to enter the dissertation program of the Doctor of Philosophy pass entrance exams in a foreign language (except for Russian, the choice is free or must correspond to the specialty) in the amount of the current program for a master’s degree in higher education. The foreign language exam is conducted by the State Examination Center.

For admission to the dissertation for the degree of Doctor of Philosophy, the following documents should be submitted to the corresponding Institute of ANAS:

-Application (addressed to the head of the institution or organization where training in the dissertation is carried out);

– A personal sheet for personnel records;

– Autobiography;

– 2 photos (size 3×4 cm);

– Extract from the work book;

– Characteristic from the place of work;

– A list of published scientific papers or an abstract on the chosen specialty (according to the program for training doctors of philosophy)

– A certified, in the appropriate order, copy of the diploma of higher education

Cabinet of Ministers will determine the number of students for admission to the master studies

The Cabinet of Ministers of the Republic of Azerbaijan has amended the “Content and organization of training in a magistracy and the rules for awarding a master’s degree”.

The corresponding document was signed by Prime Minister Ali Asadov.

Under the decision, a number of students studying in the specialties of the master studies is determined by the Cabinet of Ministers taking into account material-technical base and scientific and pedagogical capacity.

Subject to the amendment to this decision, expenses of training students studying under the state order and from the state budget are covered from the state budget of Azerbaijan within the funds provided for this purpose.

An employee of the Institute of Biophysics of ANAS was sent on a business trip to the University of Montpellier in France

An employee of the Institute of Biophysics, junior research scientist of the laboratory “Integrative biology” Zarifa Osmanli won a double doctoral program organized jointly with ANAS and Montpelier University of France. In this regard, the young researcher was sent on a business trip to the Montpelier University of France for 2 years.

Within the framework of the program Z.Osmanli together with Professor Andrei V.Kajava will conduct research on the topic “Development and application of bioinformatics tools for analysis of regions with amyloidgenic propensities in proteins” at the Montpellier Cell Biology Research Center for two years.

The organization of NAP was established at the Institute of Biophysics of ANAS

On November 22, 2019 the Institute of Biophysics of ANAS held a meeting of the first party organization of the New Azerbaijan Party.

The meeting was attended by the Chairman of the NAP Yasamal District Organization Taghi Ahmadov, Chairman of the NAP ANAS Khadija Iskenderli and the staff of the Institute.

Director of the Institute, Corresponding Member of ANAS, Doctor of Physical and Mathematical Sciences, Professor Oktay Gasimov during his opening speech mentioned that the purpose of the meeting was establisment of the NAP organization at the Institute of Biophysics and submission of a list of newly recruited party members.

Then, the Deputy Director for Innovation and Transfer of the Institute, Ph.D. in Medical Sciences Azad Abdurahimov, introduced the current party members and those wishing to join the party.  According to the unanimous decision of the meeting participants, the first party organization of the NAP was established in the Institute. A.Abdurahimov was elected as Chairman of the party organization and 5 members of the Board were approved.

Then, Chairman of the Yasamal District Organization of New Azerbaijan Party Taghi Ahmedov spoke about the history of the establishment and development of the YAP, the idea of ​​the party’s leader, Heydar Aliyev, “New Azerbaijan Party is the party of yesterday, today and the future”.

Competition for study abroad for the spring semester of 2020 announced

Since November 18, 2019, within the framework of the “State program to increase the international competitiveness of the higher education system in the Republic of Azerbaijan for 2019-2023”, a competition for doctoral studies abroad for the spring semester of 2020 has been announced in order to expand the academic capabilities of Azerbaijani universities and provide training for doctoral students at the most prestigious universities in the world.

In accordance with the program for training citizens of the Republic of Azerbaijan in doctoral studies abroad, the following areas of specialties are defined: technical and technological, natural, agricultural, health, economic and managerial, educational, humanitarian and social. Funding for program participants is ensured by the minimum standard education established by foreign higher educational institutions.

Funding for program participants includes the following expenses:

education expenses;

cost of visa and registration in the country of study;

monthly living expenses;

health insurance expenses;

international shipping costs.

Deadline for applications is January 10, 2020.

Admission rules for doctoral studies were changed

The Cabinet of Ministers has made changes to the “Rules for the establishment and admission to doctoral programs”.

Prime Minister Ali Asadov signed a resolution in this regard. According to the decision, citizens of the Republic of Azerbaijan who have completed a master’s degree (defending a master’s thesis) or who are pursuing a doctoral degree in medical education (doctor-specialist in medical education) are admitted to the doctoral program. Those who wish to enter the doctoral program are required to take entrance exams in foreign languages (except for Russian, the choice must be freely or in accordance with their specialty), and the existing curricula for undergraduate and graduate programs in philosophy and specialty. Those who do not participate in the foreign language exam are not allowed to take a philosophy exam, while those who do not take the exam on a philosophy are not allowed to take the exam in the subject.

The foreign language exam is conducted by the State Examination Center (SEC). The content, timing, procedure for evaluating the results of exams and passing score on the foreign language exam are determined by the SECCRA in consultation with ANAS and the Ministry. Persons who earn a pass grade in a foreign language exam are allowed to pass the philosophy test. Those who have a valid foreign language certificate (IELTS, TOEFL, TestDaF, DELF, DALF) are exempt from the foreign language admission test. The equivalent of an international language certificate to the passing score is determined by the SEC, in consultation with the ANAS and the Ministry.

Examination in the Philosophy is carried out in higher education institutions, scientific institutions and organizations determined by the relevant institutions, which are subordinated to the scientific institutions and organizations. The results of the exam are evaluated as “acceptable” or “unacceptable”. The content of the examination is determined jointly by the ANAS and the Ministry.

Entrance examinations are conducted by a commission created by the head of a doctoral degree, an institution of higher education, a scientific institution, or an organization, and only those who are “qualified” in the subject are allowed to take the exam. The Commission must have at least two doctors or professors in the relevant field. The supervisors may also be members of the commission. The chairman of the commission shall be the head of a higher educational institution, a scientific institution and an organization, or his deputy. In the absence of doctors and professors in some specialties, the committee includes doctors of philosophy and associate professors, respectively.

Admission committees established in higher educational institutions, scientific institutions and organizations makes the appropriate decisions based on the results of examinations. Information on the decision will be sent to email address specified in the application.

Persons, who do not agree with the decision of the Commission may apply to the head of the higher education institution, scientific institution and organization within 3 (three) working days after making the decision and receiving the information. Head of the organization is obliged to consider the application within 5 (five) working days and make an informed decision. The decision can be appealed to the administrative or court order.

The right to obtain a Ph.D degree by defending a dissertation is possessed by scientific and scientific-pedagogical personnel who have received higher education in a master’s degree (defending a master’s thesis) or according to a degree equivalent to it (specialist in medical education), as well as having certain achievements in the relevant field of research and working in universities, research institutions and organizations. The right to obtain a “Doctor of Science” degree is possessed by scientific and scientific-pedagogical personnel who have a Ph.D degree and work in universities, research institutions and organizations.

Persons wishing to obtain a “PhD” degree must pass the exam on foreign language (except for Russian, choice is free or must correspond to the specialty), in the manner specified in paragraph 3.10-1 of these Rules.

Persons studying for “PhD”, also in the prescribed manner pass a doctoral exam on their specialty and foreign language and philosophy.

A reporting session on scientific and scientific-organizational activities of the Institute of Biophysics was held

On November 7, 2019, the regular meeting of the Scientific Council of the Institute of Biophysics was held.

Opening the event, Director of the Institute of Biophysics, Corresponding Member of ANAS Professor Oktay Gasymov brought to the attention of Council members that, the event is dedicated to the annual report on the results of research work carried out in the scientific institution in 2019.

Then, deputy director on scientific affairs of İnstitute of Biophysics, Dr. Biology Karim Gasimov delivered the annual report of the institute for 2019. The scientist spoke about the work carried out at the institute, about the achievement reached in the research works and publishing activities. Speaking in connection with the important results of scientific research, K. Gasimov said that, in the current year, the scientific studies have been conducted on 5 stages, 5 works, 2 topics and 1 issue in the direction of “Physicochemical bases of biological systems”. He noted that during the current year, employees published 16 scientific papers – 2 articles (1 – in abroad), 14 theses (7 – in abroad).

At the end of the meeting, discussions were held about the report, proposals were heard and the annual report of the institute for 2019 was adopted.

The meeting of the Scientific Council was held

On October 30, 2019, the regular meeting of the Scientific Council of the Institute of Biophysics was held.

Corresponding member of ANAS, doctor of physical and mathematical sciences, professor Oktay Gasymov opened the meeting with the introductory word and informed Council members with the issues on the agenda.

At the meeting dedicated to the results of the scientific and scientific-organizational activities of the laboratories and departments of the Institute for 2019, the annual reports of the laboratories “Structure, dynamics, and function of biomolecules”, “Ecological biophysics”, “Molecular and cellular biochemistry”, “Integrative biology” were heard and approved.

“Open Door” day was held at the Institute of Biophysics

On October 25, 2019, “Open Door” day dedicated to the 75th anniversary of ANAS was held at the Institute of Biophysics.

On the “Open Door” Day, employees informed the guests about the structure of the institute, the history of its activities, the main directions and international relations. In addition, guests visited the laboratories of the institute and were informed about the researches being carried out here with modern equipment.

Then, with the participation of guests a scientific seminar was held. At the seminar, leading research scientist of the laboratory ecological biophysics, Ph.D., Associate Professor Mursal Dadashov delivered a report on “Specific Fluorescence of Blood Plasma Proteins”. The scientist spoke about the specific fluorescence of plasma proteins (intrinsic fluorescence), their functional mechanisms, research paths, and future perspectives.

At the end of the event questions were answered.

“Open Door” Day dedicated to the 75th anniversary of ANAS to be organized at the Institute of Biophysics

March 27, 2020, will be the 75th anniversary of the establishment of ANAS. In connection with this day, on October 25, 2019, from 10:00 to 16:00 at the Institute of Biophysics of ANAS will be held “Open Door” Day to ensure the implementation of the Action Plan dedicated to the 75th anniversary of ANAS.

Scientist from Iran made a scientific report on “CRISPR gene editing and future perspectives” at the Institute of Biophysics

On October 18, 2019, at the Institute of Biophysics of ANAS, an educational seminar on “CRISPR gene editing and future perspectives” was held.

The seminar was opened by the Deputy Director on Scientific Affairs of the Institute of Biophysics, Ph.D. in Biological sciences Karim Gasimov, who then gave word to scientist of the Zanjan Medical University Dr. Saeed-Kaboli.

In his report the professor gave detailed information about CRISPR, history of genome editing, global importance of the CRISPR in medicine, and versatility of the CRISPR-cas9.

At the end of seminar, the discussions around the topic were held and the questions were answered.
