Changed the terms of admission to the doctoral program of ANAS
According to the decision of the Presidium of ANAS dated March 4, 2015, admission to the doctoral program and doctoral examinations in the Academy are conducted in English under the academic IELTS program.
This exam enhances the skills of young scientists of ANAS to improve their reading, speaking and writing skills in English, their free use of foreign literature, and their relationship with international research centers to increase access to prestigious scientific bases.
In addition, applicants have the right to apply for doctoral studies in a foreign language and to choose German or French for doctoral exams.
The President of ANAS, academician Akif Alizadeh has issued a decree “On improving the quality of doctoral and admission exams in German and French” to provide that applicants’ knowledge of these languages is appropriately assessed.
According to the document, applicants to the doctoral exams of ANAS and starting the winter exam session of this year will independently pass the B2 level of Goethe certification exam in German, and pass the DELF exam in French with B1 or B2 level. The staff must submit to the Head Office of Science and Education.

Seminar to be held on “CRISPR gene editing and future perspectives”

ANAS Division of Physical Mathematical and Technical Sciences held a meeting
ANAS Division of Physical Mathematical and Technical Sciences held a meeting at ANAS Institute of Control Systems on October 8. The event was attended by the vice president of ANAS, members of the bureau, heads of relevant scientific institutions, as well as a number of scientists and experts.
Academician-secretary of the DPMTS, academician Nazim Mammadov opened the event, informed the participants on the agenda issues. He noted that, a number of scientific, organizational and personnel issues will be discussed at today’s session.
The deputy chairman of the Higher Attestation Commission under the President of the Republic of Azerbaijan, corresponding member of ANAS Vali Huseynov, who presented the report, said that on July 4, 2012, as a result of research at the Large Hadron Collider, a new neutral particle with a mass of about 125-126 GeV was discovered.
The discovery of the Higgs boson with characteristics corresponding to the predictions of the Standard Model was carried out by two LHC experiments: ATLAS and CMS. As a result of the analysis, the existence of some deviations from the standard model was identified as a scientific problem.
V.Huseynov said that, regarding Higgs observed in the ATLAS and CMS experiments, a number of questions remained open. He said that, the answer to these questions was to study the fragmentation of a single neutral magnet with a magnetic field mass in a pair of W-bosons.
Academicians Nazim Mammadov, Telman Aliyev, corresponding members of ANAS Aminag Sadigov, Bilal Bilalov, Oktay Gasimov, Professor of Baku State University Sarkhaddin Abdullaev and Doctor of physical and mathematical sciences Shakir Naghiyev delivered the reports.
ANAS Vice-President, academician Rasim Alguliyev shared his opinion on the report and said that this topic relates to the priority areas of Azerbaijani science. The scientist noted that, it is advisable to provide a report for discussion by the Presidium of ANAS, emphasized the importance of scientific work in priority areas.
According to the decision of the Department, the report considers important scientific significance for elementary particle physics, cosmology and astrophysics, from the point of view of studying the Universe. The study of the interaction of elementary particles with external magnetic particles and their potential application in astrophysics, cosmology and laboratory conditions was considered an important scientific problem and it was considered advisable to involve doctoral students and undergraduates in these studies.
An application was proposed to the Presidium of ANAS to provide comprehensive support, including financial support, for conducting relevant studies in the field of particle physics, cosmology and astrophysics, which is a separate unit of nuclear physics in the priority areas mentioned in the scientific report.
Then, academician R.Alguliyev delivered a report on the organization of the report of the Division of Physical, Mathematical and Technical Sciences of ANAS on scientific, scientific and organizational activities for 2019. He proposed holding a meeting for two days to discuss agenda items. The scientist noted that, the necessary conditions will be created for listening to the reports of other scientific and educational institutions, as well as ANAS members.
Speaking about the proposals of the “National ANAS Development Program for 2020–2025”, R.Alguliyev spoke on the work that will be done in the next 5 years, research in priority areas, the integration of science and education, and other pressing issues. Academician also emphasized the importance of preparing comprehensive proposals for the Bureau He noted that, changes and development trends in our country in the modern period require serious scientific support, in this situation and the department faces a number of serious tasks.
R.Alguliyev added that, in order to increase the social status of workers, implement social policies, train highly qualified personnel and develop electronic science, it is necessary to study the world experience and scientists need to take comprehensive measures to introduce it in our country.
The meeting also discussed proposals to strengthen the material and technical base of research institutions of the Division of Physical and Technical Sciences. It was noted that, some institutions and organizations should be provided with up-to-date software. It was recommended to prepare proposals and submit them to the Presidium of ANAS on the issue of improving the network infrastructure of institutions included in the Division of Physical Mathematical and Technical Sciences, the acquisition of scientific equipment, etc.
At the end of the event, a number of personnel and organizational issues were discussed.

On October 4, 2019, at the Institute of Biophysics of ANAS next seminar was held. At the seminar the reports of the employees who took part in the “VI Congress of Russian Biophysicists” were heard.
The seminar was opened by the director of the Institute, corresponding member of ANAS, doctor of physical and mathematical sciences, Professor Oktay Gasymov, who emphasized the importance of holding regular seminars in this format.

Arzu Aydamirova on “Biomarker analysis of lung cancer using human plasma FTIR specters” were heard.
During the seminar, young scientists of the laboratory “Structure, Dynamics and Function of Biomolecules” also made thesis reports: Aytaj Guliyeva on “Characterization of hydrophobic clusters of sericin by ANS: steady-state and time-resolved fluorescence”, Aida Mammadzade on “Characteristic features of aggregation kinetics of fibroin solution”, Laman Suleymanova on “Time-dependent recombination kinetics of free radicals in fully hydrated fibroin induced by UV-irradiation”.

From September 16 to September 21, 2019, members of the laboratory “Ecological Biophysics” prof. Tokay Huseynov, Ph.D. Ruhiyya Guliyeva, j.r.s Sevil Maharramova, and researcher of the laboratory “Structure, Dynamics and Functions of Biomolecules” Arzu Aydamirova took part in the event “VI Congress of Russian Biophysicists” held in Sochi.
At the congress devoted to the topic of current problems of biophysics, in particular photobiology, photosynthesis, stem cells and their application in medicine the head of the laboratory of Ecological Biophysics, Dr. in Biology, Prof. Tokay Huseynov made a speech on the topic “Comparative evaluation of changes in the activity of glutathione peroxidase and catalase in the isolated human red blood cells under nitrite impact”.
Later, at meetings of the congress, young scientists of the institute made oral and poster presentations. Presentations were made by R. Corresponding member of ANAS Oktay Gasimov took part in the international conference
Director of the Institute of Biophysics of ANAS, corresponding member of ANAS Ogtay Gasimov participated in the 63rd Session of the International Atomic Energy Agency (IAEA), held on September 16-20, 2019 in Vienna, Austria.
During the conference, O. Gasimov took part in the scientific forum “The Decade of Action on Cancer Control and the Way Forward”. Held a series of meetings with IAEA radiation biologists Oleg Belyakov and Kamil Akbarov for joint research in the future.
It should be noted that the session brings together high-ranking delegations from more than 170 IAEA member countries to promote nuclear safety, radiation safety and the peaceful application of nuclear energy.

On July 18, 2019, at the Institute of Biophysics of ANAS, an educational seminar on “Recommendations for writing articles in international scientific journals, how to avoid from the “predatory journals”, search capabilities of the Web of Science platform” was held.
At the seminar, researcher of the laboratory “Structures, Dynamics and Function of Biomolecules”, Ph.D. student of the Institute of Physics of ANAS, Arzu Aydamirova informed seminar participants with the rules of effective use of the platform “Web of Science”. The ways of searching and presenting scientific articles were also demonstrated.
At the end the questions of the seminar participants were answered.

A new study of oncology and neurodegenerative diseases has been discussed
Scientific report of the director of the Institute of Biophysics, Corresponding Member of ANAS Oktay Gasimov on “Multidisciplinary study of lung cancer and neurodegenerative amyloid diseases: primary outcomes and prospects” was listened at the meeting of the Presidium of the Azerbaijan National Academy of Sciences, held at the Azerbaijan Medical University on July 17.
The scientist said that oncology and neurodegenerative diseases are one of the top priorities of modern bio medicine. Genetic, stress and other factors play an important role in these diseases. There is a great need for the introduction of new innovative multidisciplinary approaches to addressing the medical and social problems created by these multidimensional diseases, he said.
The speaker emphasized the importance of application of new screening methods that can reveal the initial stage of the illness. He emphasized that this approach is important both for the survival of patients and the likelihood of their healing and economic efficiency.
O. Gasimov said that the temperature-dependent dynamics of the membrane of healthy and malignant tumor cells differ sharply from each other. At present, artificial local hyperthermia is used to increase the effectiveness of the chemical therapy of malignant tumors, as well as to improve the radio sensitivity of tissues during radiotherapy.
Academicians Rasim Alguliev, Dilgam Tagiyev, Irada Huseynova, Ahliman Amiraslanov, Vagif Farzaliyev, correspondent member of ANAS Ramiz Aliguliyev, Professor Habil Muradov and others made speeches and proposals after the report was discussed.
The report was positively assessed by the Presidium. The Institute of Biophysics of ANAS together with the National Center of Oncology of the Ministry of Health improved the number of lung cancer classification by increasing the volume of database and creation of an economically effective screening method for lung cancer and other assignments. Given the multidimensional process of managing the transcription status of the human genome, it was decided to work on the creation of a material and technical basis of cellular technologies at the Institute of Biophysics to continue the work of cancer related illnesses, to develop the direction of individual medicine, taking into account the important role of mutations in oncology and neurodegenerative amyloid diseases. received.
The speaker said that multidisciplinary research on morphology of malignant tumor cells is rapidly expanding. He emphasized that in the tumor tissue, the cellular environment is poorly acidic, while the normal cellular surface is weakly alkaline.
O. Gasimov said that work on identifying and specifying the principal genetic factors causing the formation of malignant tumor cells on the basis of an integrated biological approach, mathematical modeling of malignant tumors, prediction and the establishment of appropriate diagnostic systems. He pointed out that the new TSShm method and other computer programs created by the Biotechnology Laboratory for promoter search in the human genome show at least 1 potential 2-promoter (2-IP) for 650 of the 702 genes known to be cancerous. The speaker added that important results in this direction were published in reputable international magazines (BBA-Proteins and Proteomics, 2018, Journal of Spectroscopy, 2018, Macromol.Chem.Phys, 2019).

Training on “Interactive search on EBSCOhost platform” was held
On June 21, 2019, at the Institute of Biophysics of ANAS was held training on “Interactive search on EBSCOhost platform”, organized jointly with the Azerbaijan Library Information Society and the Central Scientific Library of ANAS.
Speaking at the event, Director of ALIC and head of the Department of innovative projects of the CSL Jamila Yusifova gave detailed information to the participants of the training on how to effectively use e-books and databases on the EBSCOhost platform. Speaking about the opportunities offered by the platform to researchers, she vividly demonstrated the principle of work.

The meeting of the Scientific Council was held
On June 20, 2019, a regular meeting of the Scientific Council of the Institute of Biophysics of ANAS was held. Correspondent member of ANAS, doctor of physical and mathematical sciences, professor Oktay Gasymov opened the meeting with the introductory word and informed Council members with the issues on the agenda.
The scientific secretary of the İnstitute, Ph.D. in Biology Florida Mehraliyeva made a speech on the first issue on the agenda and informed the Council members with a semi-annual report on scientific and organizational activities of laboratories of the Institute of Biophysics for 2019. By decision of the Scientific Council, the report was approved.
Further, the issue of nominating a candidate for the post of Director of the Institute of Biophysics of ANAS was considered, according to the announcement posted on the science.gov.az web portal on June 11, 2019. By the unanimous decision of the Council members, Professor Oktay Gasymov was nominated for that post.
The next issue on the agenda was related to the discussion of activities to be held at the Institute for the implementation of the tasks set out in decision No. 1/1 of the General Meeting of ANAS dated May 1, 2019. The Deputy Director for scientific affairs of the Institute, Doctor of Biological Sciences Karim Gasimov made a speech on this issue and informed scientific Council members with the Action Plan that should be implemented at the institute.
In conclusion, the decision of the Presidium of ANAS and the Scientific Research Coordination Council of the Republic of Azerbaijan dated May 31, 2019 No. 10/3 “On the establishment of scientific councils on scientific fields” was discussed.

ANAS and Montpelier University of France announce joint doctorate program
Joint doctorate program on the basis of the Framework Agreement on Cooperation signed between Azerbaijan National Academy of Sciences and Montpelier University in France is announced.
Candidates will also be registered as both the ANAS and the Monpelye University doctorate and will be provided with scientific guidance from both organizations. Under the terms of the program, Ph.D. students will be awarded Ph.D. degrees by both Azerbaijan and France after completing two years of study at Montpelier University and one year at ANAS.
Applications are accepted by the International Relations Office of the Presidium of ANAS till June 24, 2019. For more information about the documents to be submitted and application forms, please contact the International Relations Department.

Training on “Interactive search on EBSCOhost platform” will be held
On June 21, 2019, at 15:00 at the Institute of Biophysics of ANAS training on “Interactive search on EBSCOhost platform” will be held.
The main purpose of the training, conducted by the Director of ALIC and head of the Department of innovative projects of the CSL Jamila Yusifova, is to acquire the employees with theoretical and practical knowledge of interactive search methods.
It should be noted that the training will be organized jointly by the Azerbaijan Library Information Society (ALIC) and the Central Scientific Library of ANAS (CSL).

A camp will be organized for the summer holidays of the children of employees of ANAS
“Mardakan” rest camp starts the new season for employees of ANAS to hold the summer holidays of their children effectively.
The camp is intended for children aged between 7 and 14 years old. Recreation period is 5 times each, 14 days each:
– I queue: June 20 – July 4;
– 2nd turn: July 7 – July 21;
– 3rd turn: July 24 – August 8;
– 4th turn: August 10 – August 24;
– V turn: August 27 – September 10.

– birth certificate or ID card;
– Health certificate.
Comfortable cottage lodgings include four feeds daily, English and dance classes, logic-entertaining games, competitions, discos, excursions, and daily sports. Member of the Institute of Biophysics delivered a scientific report at ASPU
On May 29, 2019, member of the Institute of Biophysics of ANAS, leading research scientist of the laboratory ecological biophysics, PhD., associate professor Mursal Dadashov delivered a scientific report on the topic “Impact of the electromagnetic field on the human body” at the Azerbaijan State Pedagogical University.
Speaking to the teaching staff and students of the faculty of “Physics and technology”, he gave detailed information, on the electromagnetic field, its sources, biological effects, and influence.
The report was welcomed by the participants and questions were answered.

The admission plan of Master’s degree program of ANAS for the 2019/2020 academic year has been approved
138 places on 88 specializations and 24 specialties of Azerbaijan National Academy of Sciences has been approved by the Cabinet of Ministers for the 2019/2020. Out of the planned places, 103 are state-ordered and 35 are paid-off. For the first time, students will be admitted to a Master’s degree of ANAS on a paid basis.

An event dedicated to the 96th anniversary of national leader Heydar Aliyev was held
On May 10, 2019, at the Institute of Biophysics of ANAS, an event dedicated to the 96th anniversary of national leader Heydar Aliyev was held.
The event was opened by the director of the Institute, corresponding member of ANAS, doctor of physical and mathematical sciences, Professor Oktay Gasimov, who spoke about the services of social and political leader Heydar Aliyev for the Azerbaijani state and nation.
He noted that the Great Leader Heydar Aliyev made a great contribution to the development of ANAS, and as a result of his wise policy, our country has made significant achievements in all areas, including science, education, and culture.
Then, the Deputy Director for Innovation and Transfer of the Institute, Ph.D. in Medical Sciences Azad Abdurahimov, spoke on the multifaceted activities of Heydar Aliyev for his homeland and people.

At the Institute of Biophysics of ANAS, on the initiative of the Trade Union Organization installed sports exercise machines
In order to effectively organize the leisure time of employees with the joint organization of the Free Trade Union of ANAS and the Trade Union Committee of the Institute of Biophysics, sports exercise machines were installed at the institute.

The regular meeting of the Scientific Council was held
On April 6, 2019, the regular meeting of the Scientific Council, chaired by Professor Oktay Gasymov director of the Institute of Biophysics of ANAS was held.
On the meeting firstly the decree of the Presidium of ANAS “On the establishment of the Molecular and Cellular Oncology Laboratory at the Institute of Biophysics jointly with the National Oncology Center of the Ministry of Health of the Azerbaijan Republic was discussed, and then the issue of appointing the head of the to be created laboratory was considered. By the decision of the Scientific Council, director of the Institute of Biophysics, corresponding member of ANAS, Doctor of Physical and Mathematical Sciences, Professor Oktay Gasymov and Ph.D. in Biology Leyla Malikova from the National Center of Oncology were appointed Head of the Laboratory which will be created on an honorary basis.
Another considered issue on the agenda was the question of approving the results of the attestation of the Ph.D. candidates of the Institute of Biophysics. The Scientific Secretary of the Institute, Ph.D. Florida Mehraliyeva spoke about the results of the attestation. After a series of discussions, by the decision of the Scientific Council, the results were approved.
Later, the members of the Council were informed about the Action Plan of ANAS on “Strategic roadmap for the national economy and the main sectors of the economy for 2019-2020” arising from the Decree of AR President Ilham Aliyev dated December 6, 2016, that will be implemented at the Institute of Biophysics

A workshop on the use of science metric Bases and academic social networks
On April 12, a seminar on “The Use of science metric Bases and Academic Social Networks” was organized by the Scientific-Analytical Department of the Presidium of ANAS in the Main building of ANAS.
Relevant representatives of scientific institutions and organizations of ANAS took part in the event.
The seminar was opened by Fail Kazimov, the Head of the Scientific and Analytical Department, who gave detailed information on scientific achievements of ANAS, as well as the use and benefits of academic social networks such as “Web of Science”, “Scopus”, “Scimago Journal & Country Rank”.
Later Deputy Director of that department, Turan Isazade informed the participants of the seminar on the search of science metric bases and academic social networks, the creation of profiles of scientists.
At the end of the seminar, questions were answered.

A meeting of the Scientific Council will be held
On April 16, 2019, at 10:00 am a regular meeting of the Scientific Council of the Institute of Biophysics of ANAS will be held.
The agenda of the meeting includes the following tasks:
- The issue of the appointment of the head of the joint laboratory “Molecular and Cellular Oncology” of the National Oncological Center of the Ministry of Health of the Republic of Azerbaijan at the Institute of Biophysics;
- Discussion and approval of the results of attestation of candidates for a degree of the Institute of Biophysics;
- Information about the Action Plan of ANAS on “Strategic roadmap for the national economy and the main sectors of the economy for 2019-2020” that will be implemented at the Institute of Biophysics of ANAS.

The competition for the academic title “Professor of ANAS” is announced
The next competition for the academic title “Professor of ANAS” will be held. A decree on this was adopted at today’s meeting of ANAS Presidium.
It should be noted that the academic title of “Professor of ANAS” is awarded to doctors of sciences under the age of 50 who are not members of ANAS, engaged in scientific or scientific and pedagogical activity in scientific institutions and higher schools, having scientific achievements of national and international level, special merits in the preparation of highly specialized scientific personnel, strengthening of the unity of science and education, protection and development of statehood, as well as in the implementation of the basic tasks and functions of ANAS.
The academic title of “Professor of ANAS” can also be appropriated to scientists of foreign countries who have special merits in the development of Azerbaijani science, increase of its authority in the international arena and integration into world science, and expansion of international scientific ties of Azerbaijan.
