The Cabinet of Ministers has made changes to the "Rules for the establishment of doctoral programs and admission to doctoral studies."

According to this decision, applicants for the PhD program must have completed a Master's degree (defended a thesis), or have equivalent education (such as a medical specialist in the medical field). Applicants wishing to be admitted to the doctoral program must take exams in a foreign language (except for Russian, where the choice of language or specialty must be appropriate), philosophy, and specialized subjects in accordance with the teaching programs for the Master's level.

The foreign language exam will be conducted by the State Examination Center (SEC). The exam content, timing, evaluation procedures, and passing score will be determined by AMEA and the ministry in coordination with SEC.

Those with international language certificates (such as IELTS, TOEFL, TestDaF, DELF, DALF) are exempt from the foreign language exam.

Philosophy exams are held by the corresponding academic institution and evaluated as either "pass" or "fail." Those passing the philosophy exam are allowed to proceed to the specialized subject exam.

Applicants for the doctoral program must present specific documents including application forms, personal records, references, proof of publications, and certificates of education.

Applicants wishing to earn a Doctor of Philosophy degree must meet certain academic and research criteria, with a specific focus on fields where the applicant holds a Master's degree or equivalent education.
