An event dedicated to Human Rights Day was held at the Institute of Biophysics

On June 18, an event dedicated to Human Rights Day in the Republic of Azerbaijan was organized by the Trade Union Committee at the Institute of Biophysics.

The event was opened with a speech by the chairman of the Trade Union Committee of the Institute of Biophysics, Assoc. Rasim Aslanov. He stated that the first strategic document approved on June 18, 1998, by the National Leader Heydar Aliyev, the "State Program on the Protection of Human Rights," holds great significance in the field of human rights protection. With the decree signed by President Ilham Aliyev on June 18, 2007, the day the State Program was adopted, June 18, began to be celebrated as Human Rights Day in Azerbaijan. In keeping with tradition, the Commissioner for Human Rights of the Republic of Azerbaijan has also declared May 18 to June 18 as "Human Rights Month" this year. We organized this event in anticipation of June 18, Human Rights Day in the Republic of Azerbaijan.

Following this, R. Aslanov referred to the articles related to "violation of copyright - scientific plagiarism" in the Law of the Republic of Azerbaijan on Science, particularly analyzing some clauses of these articles. He noted that the protection of intellectual property rights in the Republic of Azerbaijan is regulated by the laws "On Patents," "On Copyright and Related Rights," "On the Protection of Intellectual Property Rights and Combating Piracy," and this Law. Violations such as inconsistency with the research process, unreasonable alteration or distortion of obtained results, unauthorized or unreferenced use of another's text or scientific product, repeated publication of the same text under a different name, changes in authorship, violation of joint authorship rights, unauthorized use of scientific work (excluding non-commercial purposes), pertain to scientific plagiarism and violations of scientific ethics and related rights. R. Aslanov emphasized that adherence to scientific ethics is essential, and violating intellectual property rights leads to criminal, administrative, and civil liability.

Later, Assoc. Rasim Aslanov discussed the rights, responsibilities, and social protection of scientific workers. He stressed that their duties include adhering to scientific ethics, avoiding plagiarism, being creative, dignified, responsible, independent, and proactive. He noted that academic degrees and titles are awarded for life, but in cases of violations of scientific ethics and procedures, or discovery of scientific plagiarism, deprivation is enforced.

At the end of the event, participants shared their thoughts both on this topic and on the articles in the Constitutional Law of the Republic of Azerbaijan concerning the Commissioner for Human Rights (Ombudsman).
